Overview

​

The Rottnest Island Authority engaged Hender Lee to supply and install new conduit access between transformers and remote services, supply and install of pits for Transformer transition and inter-connections. The scope of work was delivered while the existing 630KVA Transformer remained energised.

 

HLE were engaged to transport, install and commission the new Thomson Bay Kiosk Substation on Bedford Avenue including reconfiguring the supply to the existing Hotel Transformer currently supplied directly from the Powerhouse Ring Main Unit (RMU). New protection settings were provided and implemented for upstream protective devices including a new earthing system with step potential testing.

 

Cable jointing and termination works were completed by qualified high voltage joiners. HLE was responsible for the overall works and is required to submitting all Energy Safety Notices to commission and ensure operation of the installation and provide completed documentation (all testing & As Built documentation) as required by the Rottnest Island Authority related to the submission of a Notification of High Voltage Installation to the Department of Mines, Industry Regulation and Safety.

Scope

​

  • Carrying out the following works associated with the transportation, installation and commissioning of the 1 MVA Thomson Kiosk Substation which will be free issued by the Rottnest Island Authority (the kiosk substation includes a high voltage switchboard, 1 MVA transformer and low voltage switchboard)

  • All civil works including constructing the foundation and providing relevant test certificates,

  • Installation of the earthing system

  • Transporting and landing the new kiosk substation on the island to the Bedford Avenue site

  • Installation of the kiosk substation.

  • Disconnection of the power supply to the existing 630 kVA Hotel Transformer.

  • Connecting, testing and commissioning the supply from the Powerhouse RMU which previously fed the 630 kVA Hotel Transformer to the new 1 MVA Thomson Kiosk Substation, confirming the type and size of the existing cable and extending it through the use of a suitable high voltage inline joint. 

  • Installing, testing and commissioning a new cable that supplies the 630 kVA Hotel Transformer from the 1 MVA Thomson Kiosk Substation, including carrying out appropriate tests like an insulation resistance test, continuity and phasing test, as a minimum.

  • Carrying out testing of the earthing system for the 1 MVA Thomson Kiosk Substation and 630 kVA Hotel Transformer. This includes carrying out fall of potential tests and earth continuity tests.

  • Relocating, testing and commissioning the low voltage service cable supplying the Rottnest Hotel from the 630 kVA transformer to the 1 MVA Thomson Kiosk Substation low voltage switchboard.

  • Terminating the low voltage supply to the Fuel Jetty General Services Distribution Board from the Thomson Kiosk Substation low voltage switchboard.

  • Carrying out protection setting changes for, testing and commissioning (including primary / secondary injection testing) of protective devices.

  • RMU2 (VIP 35 relay) located at the Powerhouse that supplies the Powerhouse RMU

  • Feeder settings for the high voltage feeder (VIP 400 relay) at the 1 MVA Thomson Kiosk Substation that feeds the 1 MVA Thomson Kiosk Transformer

  • Feeder settings for the high voltage feeder (VIP 400 relay) at the 1 MVA Thomson Kiosk Substation that feeds the 630 kVA Hotel Transformer

  • Low voltage main incomer protection settings for the incomer of the 1 MVA Thomson Kiosk Substation low voltage switchboard

  • Low voltage main incomer protection settings for two feeder circuits of the 1 MVA Thomson Kiosk Substation low voltage switchboard

  • Relocating the Tea room feeder at 630 kVA Hotel Transformer LV switch board from feeder 2 to feeder 1. A fuse upgrade may be required.

  • Providing all relevant documentation, test reports and commissioning results to the RIA

  • Commissioning and energizing the electrical installation including carrying out relevant switching activities.
