Kewdale Freight Terminal 1

Supply, Installation and Commissioning of 22kV Power Upgrade Works

Overview

To accommodate the expansion of Western Australia’s largest rail freight terminal in Kewdale, the Public Transport Authority engaged Hender Lee to relocate and expand the extensive overhead and underground 22kV power distribution system to the terminal.

The works were undertaken without disruption to the operating terminal with the use of backup systems and generators and we delivered the upgrade while the state’s largest rail freight terminal remained fully operational and at full capacity. Working closely with terminal operations, Pacific National Rail Pty Ltd, and the Public Transport Authority, kilometres of new HV cabling was installed along track alignments to new substation locations within the operational terminal in preparation for new HV infrastructure to be commissioned into service.

Scope

  • New HV Switchgear and Substations;

  • Precast class D cable and substation pits;

  • Engineering certifications;

  • Earth and bonding systems, vertical drilling, inclusive of site preparation, concrete curbs and protection bollards;

  • HV cabling and cable jointing extending for 4.8km;

  • Asbestos removal;

  • Paper lead cable testing and joining;

  • Major civil works and trenching including retaining, shorting, dewatering and disposal of redundant soil;

  • Under rail encasement and stabilised sand back-fill;

  • Transitional HV pole connections;

  • Temporary generators;

  • Demolition and removal of old switch room and substations including all underground structures and redundant transformers;

  • VLF and injection testing and commissioning;

  • Earth and ground condition testing.

Challenges

The commissioning and delivery of the new system involved a series of complex shutdowns between the new and existing HV overhead and underground systems.

Demolition and the removal of redundant substations, underground systems and overhead power lines was carried out once all of the new HV systems went into operation.
